Introduction:

Hyderabad Metropolitan Development Authority (HMDA) has made a significant shift towards online permissions, revolutionizing the approval process for various construction projects, warehouses, petrol pumps, gated communities, and layout planning. This transition aims to streamline processes and ensure transparency in the issuance of permissions.

Transition to Online Permissions:

The move towards online permissions follows substantial improvements in the Telangana Building Permission Approval and Self Certification System (TS-bPASS). This online platform has not only addressed technical glitches but also seamlessly facilitated the acceptance of numerous applications related to building construction and layout permissions

Addressing Discrepancies:

Despite progress, discrepancies and irregularities in permission issuance have been noted. Authorities have identified errors and unauthorized activities, leading to enhanced transparency and a notable reduction in malpractices.

Challenges in Online Approvals:

However, the transition to online approvals has faced challenges for certain categories such as the construction of buildings, layouts, warehouses, petrol pumps, and gated communities. Only a limited number of applications have been facilitated through TS-bPASS, while others have been redirected to the traditional approval system.

Introducing DPMS for Efficiency:

To expedite the approval process, HMDA introduced the Development Permission Management System (DPMS). This system aims to accelerate permission issuance and enhance efficiency, reducing the processing time from three stages to just one.

Overcoming Challenges:

Despite advancements, challenges such as issues in the old DPMS and technical glitches in TS-bPASS have arisen. Municipal authorities have diligently worked to rectify these issues, ensuring a smooth transition of applications to online platforms for approval.

Successful Implementation:

As of April 24, TS-bPASS has been fully operational, reflecting the successful implementation of the online permissions system. This move underscores HMDA’s commitment to embracing digital solutions for improving efficiency and transparency in the permissions process.
