Form-9 (A Khata)

Form-9 is issued by Gram Panchayats for non-agricultural properties. It is governed by the Karnataka Panchayat Raj (Grama Panchayat Budgeting and Accounting) Rules 2006 (Rule 28, Amendment Rules 2013). To obtain Form-9, a property must:

1. Be legally converted to non-agricultural use as per the Karnataka Land Revenue Act, 1964.
2. Have sanctioned plans under the Town and Country Planning Act.
3. It was verified by the Tahsildar and confirmed to be within the village of Gramathana.
4. Be part of government housing schemes like Basava, Ambedkar, or Indira Awaas Yojana.

Form-11

Form-11 is also for non-agricultural properties and is used for the collection of property tax. It is mandated for property registration under the jurisdiction of Gram Panchayats, as per the Revenue Department circular RD 344 MUNOMU 2005.

Creating Form-9 and Form-11

Only registered data entry operators and government officials can create these forms. Here’s the procedure:

1. Login: Visit e-swathu.kar.nic.in and log in using your ID and biometric verification.
2. Data Entry: Enter property details under the “hosadaagiaasthi vivaragala servade” option, then save the property.
3. Owner Details: Enter owner details and upload identification documents.
4. Property Information: Provide dimensions, GP coordinates, rights, liabilities, documents, and survey number.
5. Additional Details: Enter registration and electricity details if applying for Form-11.
6. Submit Application: Forward the application for official approval through the portal.

1. Search Your Property: Go to the portal and select ‘Search Your Property.’
2. Fill Details: Enter district, block, Gram Panchayat, village, property ID, owner name, and ‘Printed Forms.’ Click ‘Search.’
3. Download Forms: Click on the Document No. to download Form-9 or Form-11.

Checking Property Status with Kaveri Reports

To check the status of your property:

1. Reports Section: Go to the ‘Reports’ tab and select ‘Kaveri Reports.’
2. Select Criteria: Choose from Property ID, Registration No., Village-wise, Date-wise, or Abstract Report.
3. View Details: Select the appropriate option to view property details.

Property Mutation Types

Mutation of property refers to the official change in ownership recorded in government records. There are two main types:

1. Registered Mutations: Done at the Stamps and Registration Office (SRO) and entered directly into E-Swathu.
2. Non-Registered Mutations: Done at the Gram Panchayat office for properties not registered at an SRO. These include changes due to sale deeds, property number/type changes, gift deeds, wills, subdivisions, etc.

Viewing Property Documents Online

To verify or view your property documents:

1. Verify Section: Click on ‘Verify’ and then ‘Verify Documents.’
2. Enter Document Number: Input your document number and view/download the document.

Checking Property Registration Eligibility

To check if a property can be registered:

1. Verify Tab: Click on ‘Check whether this property can be registered.’
2. Enter Property ID: Input the property ID to see if it exists and is eligible for registration.
