The government is gearing up to enhance the Hyderabad Metropolitan Development Authority (HMDA). This initiative aims to extend the HMDA’s reach and improve efficiency within its operations.

Expanding HMDA Limit

Currently, HMDA’s jurisdiction spans 7,228 square kilometers across seven districts. Plans are underway to extend this to the Regional Ring Road, incorporating additional areas under its control. The objective is to not only broaden the geographical scope but also increase the number of zones from the existing four to six or even eight.

Enhancing the Planning Department

A significant part of this initiative focuses on fortifying the crucial planning department within HMDA. Currently, HMDA’s jurisdiction includes parts of Medchal, Ranga Reddy, Bhongir, Sangareddy, Siddipet, and Medak districts, along with all districts in Hyderabad. The HMDA master plan covers 849 villages, with existing zones like Shamshabad, Medchal, Shankarpalli, and Ghatkesar.

Managing Increased Applications

Every year, HMDA receives numerous applications for new layouts and high-rise buildings within these zones. This number is expected to rise further. The master plan includes balanced development across industrial, residential, agricultural, and production sectors, with land allocations accordingly. Permits for layouts and other constructions will be issued based on these allocations.

Streamlining Approvals

In the past three years, approximately 100,000 construction permits have been issued, with numerous layout approvals. The new government is crafting plans to propel the metropolitan area’s development, especially focusing on bolstering the real estate sector. As part of this effort, higher officials are preparing to appoint an additional 20 Assistant Planning Officers (APVOs) and other staff in the planning department.

Addressing Workload and Efficiency

The increasing number of applications in the existing four zones has intensified the workload on the current staff. Each zone has around 20-25 officials and personnel, leading to delays in reviewing applications. Applicants sometimes have to wait for one or two months for layout or building permits, causing frustration. This delay has led to some staff exploiting the situation for monetary gains.

Increasing Zones and Staff

To address these issues, the number of zones will be increased to six or even doubled, and additional staff will be appointed. This approach aims to expedite the permit process and boost the real estate sector. The previous plan suggested splitting each zone into two parts. For example, high-application areas like Shankarpalli and Shamshabad would be divided into two zones each to reduce the burden. Currently, there are two directors for the four zones. If necessary, the number of directors may be increased, or additional zones may be brought under the current directors’ purview.
